Founded in 2005, B3 has evolved into a diversified organization operating through two specialized divisions: Construction & Engineering and Aircraft Refueling Operations. While our services span distinct industries, our standard of performance remains consistent - precision, accountability, and operational excellence.
Through our Construction Division, we provide comprehensive general contracting, design-build, infrastructure, and MEP services and historic preservation support in complex federal and commercial environments. Through our Aircraft Refueling Division, we support U.S. military aviation with safe, compliant, and mission-ready fueling operations that directly sustain readiness.

Patrick Modlin
CEO
Patrick Modlin is the CEO of B3 Enterprises and a former U.S. Navy test pilot with more than 25 years of leadership experience in aviation, program management, and government contracting. He leads B3’s nationwide aircraft refueling, logistics, and federal construction operations, with a focus on disciplined execution, safety, and sustainable growth.
Matt Ansley
COO
Matt Ansley serves as Chief Operating Officer of B3 Enterprises, bringing extensive experience as a former U.S. Navy Naval Flight Officer and aviation safety leader with more than 4,000 flight hours. He directs B3’s day-to-day operations, developing strong teams and ensuring consistent, safe, and effective performance across the company’s refueling, logistics, and construction programs.
